Question: A question for your legal team: A rubbish bin is provided for every household in Bulgaria by the local council. My property for some reason does not have one, which is a problem as the dogs/cats make merry every night with the plastic bags that I am forced to use.
My management company says it is my responsibility to go to the council and ask for one, but seeing as I’m only there for a few days a year it is difficult to do. Shouldn’t the management company be doing this for me?
Answer: You do not state whether you have bought an apartment or a villa or whether the management company that you mention is looking after all the properties in your complex or just your property.
Contrary to what you say the local council in Bulgaria won’t necessarily provide a rubbish bin or even rubbish collection. There are still some rural parts where it is your obligation to buy a bin and to dispose of the rubbish. I am assuming that your property is not in one of these areas.
If you have a property which is not in a complex then you can contact the local council to obtain a new bin – although don’t assume that it is as easy as phoning like it is in the UK! Your management company may be able to do this but this will depend on the agreement that you have with them.
If you live in a complex then it may be that your property is not entitled to a rubbish bin as often there is a certain number of bins provided for the whole complex and they generally have to stay within a particular part of the complex.
I would suggest that you contact the management company and explain that you can’t speak Bulgarian, that you are only in Bulgaria a few days a year and ask whether they would be willing to reconsider their attitude.
